It could be that you have gotten sick recently or someone in your family has gotten sick or that three friends at work all got the same thing. It's quite likely that the Health Department will want to look into this and see if there's some type of virus going around and how far it might have spread. They're more likely to talk with people who've caught something than those who haven't but wouldn't rule out asking anyone they might see. 

It's also possible that a restaurant or food production facility has been accused of practicing unsanitary methods in the preparation of their food. The Health Department will want to investigate and inspect the place to make sure customers aren't at risk but won't be looking for specific people. In these kinds of cases, it's more likely that they would ask around later if anyone was feeling sick after eating somewhere so they can pinpoint where an outbreak might have started.

In some cases, the town may have reason to believe the quality of their drinking water is compromised or not up to standard and will send in inspectors to test it for bacteria and chemicals that could be harmful. These types of inspections are done with no notice and can happen whenever or wherever, so it's always a good idea to have bottled water on hand just in case!
